MOBILITY BY COLAS, WINNER OF THE ÎLE-DE-FRANCE REGION'S CALL FOR EXPRESSIONS OF INTEREST FREIGHT AND LOGISTICS

In a changing context, characterized by the growth of e-commerce, the multi-channel organization of logistics chains, the acceleration of climate change, and the challenges of economic and energy sovereignty, logistics is becoming a key vector of territorial development. However, it needs to reinvent itself in order to adapt to new planning requirements (SDRIFE, PDMIF), sober land use (ZAN) and regulatory constraints (ZFE, circular economy, construction waste management).

To meet these challenges, we need to rethink our usual business models and tools. Against this backdrop, the Île-de-France Region has launched its 2nd Call for Expressions of Interest for Freight and Logistics in 2023.

The aim of this new Call is to support the implementation of projects designed to meet these new requirements, and thus encourage the emergence of innovative solutions for goods mobility. It focuses on two challenges: decarbonizing logistics chains, and optimizing flows and supplies in the Paris region.

To meet these challenges, Mobility by Colas, winner of this Call, has been selected with two ambitious and innovative projects:

  • Project 1: QIEVO.LU - A digital solution for route planning and delivery scheduling on the scale of a shopping street or urban district.
  • Project 2: QIEVO HLU - Solution for coordinating and planning inbound and outbound flows at SEGRO's urban logistics hotel - Paris 13th arrondissement

 

Projet 1 : QIEVO.LU - A digital solution for route planning and delivery scheduling on the scale of a shopping street or urban district.

QIEVO.LU, supported by the Metropole du Grand Paris, functions as a neighborhood delivery coordinator. It enables businesses and logistics flow generators to enter their delivery requirements into a common tool. Based on trust, the tool is used by users (retailers initially), who will be coached in its use.

The approach is simple, intuitive and innovative, and meets the needs of the various stakeholders involved.

Firstly, QIEVO.LU offers retailers in the targeted dense urban district a joint delivery schedule, integrating the city's regulatory constraints. Once the delivery slot has been confirmed, the digital platform issues delivery instructions to the retailers and other flow generators, so that they can pass them on to their suppliers and transport providers, or take them into account when planning their own deliveries.

These instructions will take into account :

  • Public space regulations,
  • Prioritization of deliveries according to the constraints of each flow generator,
  • A principle of time smoothing (daily or weekly).

The expected benefits of this project are manifold: decongestion of traffic, predictability of flows, reduction of local nuisance, improvement of air quality and carbon footprint.

The service will also enable better management of last-mile logistics, enabling better sharing of road space and optimal urban planning. In addition, this initiative will stimulate economic development in the target district.

The grant of 349,200 euros awarded by the Île-de-France Region will actively support the implementation of this pioneering initiative, which will play a key role in the future of urban logistics in France.

 

Projet 2 : QIEVO HLU – Solution for coordinating and planning inbound and outbound flows at SEGRO's urban logistics hotel - Paris 13th arrondissement

CONTEXT AND OBJECTIVE

SEGRO is rehabilitating the former Gobelins railway station and creating an urban logistics hotel in the 13th arrondissement of Paris. Work began in 2023, with handover scheduled for 2025.

In its operational phase, the urban logistics hotel will accommodate several hundred vehicles a day (LV/LUC/LPH). It is therefore a major flow-generating hub for the district, and its regulation has been identified as a key factor in limiting nuisance and congestion.

It was against this backdrop that SEGRO, in a consortium with AI CARGO and Mobility by Colas, applied to the “Réinventer Paris 2” call for projects to test an approach aimed at optimizing last-mile logistics on the scale of the future urban logistics hotel at Gare des Gobelins.

MOBILITY BY COLAS PROPOSAL

The objective for Mobility by Colas is to study how to minimize the impact of the flows in order to propose a principle of smoothing and arrival of delivery vehicles on a “just-in-time” basis at the urban logistics hotel, both during the construction phase of refurbishing the old station, and during the operation phase of the urban logistics hotel.

The scope of the Île-de-France Region's Call covers the functional evolution of the QIEVO service to introduce double-entry planning. Mobility by Colas delivered a study to SEGRO, defining all the technical elements:

  • The approach to coordinating and regulating delivery flows, in both phases
  • The equipment required to operate the QIEVO system
  • The operating costs required to run the service over the long term
  • Associated training and support

Mobility by Colas' proposal, centered on a “just-in-time” delivery system, together with the introduction of appropriate technical and economic solutions, will aim to guarantee efficient and sustainable operation of the urban logistics hotel.

This project illustrates the importance of integrating innovative approaches to urban logistics, coupled with the mobility of the impacted district, in order to meet contemporary challenges while improving the quality of life in the neighborhood.
