Territorial engineering: an ecosystem in motion!

Emerging in the wake of decentralization, territorial engineering provides expertise to local authorities faced with the expansion of their competencies. This is a precious help, especially in the governance of territorial development. Explanations.

Initiated in France forty years ago, decentralization affects many areas that the State used to consider regalian, such as the organization of mobility in France. Since the implementation of the decentralization laws in January 2014 and August 2015, the organization of transportation on the metropolitan territory has evolved. In 2019, the Mobility Orientation Law- strengthened the mobility governance scheme around the intermunicipal/regional couple.

As agglomeration and urban communities acquire the competence of mobility organizing authorities (AOM), they must draw up a mobility plan (PDM), contact the other AOMs (such as the Region) in the same mobility basin to coordinate their actions with road and infrastructure managers in order to optimize the development of mobility (e.g., by installing bicycle lanes, recharging stations, park-and-ride facilities, etc.)

Mobility is therefore becoming a real operational lever for urban, suburban and rural development, a major challenge for local authorities. The territories are thus in perpetual movement to improve their attractiveness and offer a daily living environment by providing concrete answers to ecological and social challenges (in line with the Climate and Resilience Act of August 2021) as well as to changes in the lifestyles of our fellow citizens. The evolution of these territories requires coordination with all stakeholders: architects, developers, local authorities, companies and users of the territory concerned.
